There are Federal and State laws in place that describe specific techniques that must be used and documented when removing windows from California homes built before 1978. Your installers are required to prove, through sampling and testing, that there is no lead–based paint present. They are also disallowed from removing windows if there is lead based paint present, and therefore homeowners may incur additional costs for having this material removed before moving forward with their window replacement.
